Both want to get things moving

Libra and Capricorn are cardinal signs: both tend to initiate. Capricorn's deliberate pace should not be confused with reluctance to lead. It may start by establishing responsibilities, while Libra starts by bringing people into agreement.

The friction here is less about motivation than authority. Two people can each assume they are organising the same task. Consider who chooses the venue and who coordinates the guests. In the dinner example, Meera's attention to people's wishes and Arun's attention to arrangements serve a common aim. The useful distinction is between wanting to be consulted and wanting every detail reopened. Venus and Saturn's positions in each birth chart add detail to how their themes of harmony and responsibility are expressed.

A favourable score with a specific meaning

In guṇa-milāna, the traditional eight-part compatibility assessment, bhakoot koota is the component comparing Moon-sign positions. A rāśi is a zodiac sign. Counting inclusively, Capricorn is fourth from Libra and Libra tenth from Capricorn. This 4/10, or chatur-daśama (fourth–tenth), relation receives the full bhakoot score and symbolically brings home together with duty. Swapping which person has which Moon sign leaves that geometry unchanged.

A Sun-sign label cannot establish this score. Fuller matching uses each Moon's nakshatra, its lunar mansion, and examines both ascendants, or rising signs, the seventh houses of partnership, Venus, Mars and daśās, the planetary periods used in chart interpretation. Those details can produce a different overall assessment from this favourable sign-level starting point.
