Because a Sagittarius placement is one layer of many around Mercury. The house your Mercury occupies, the aspects reaching it, Jupiter's condition as Sagittarius's dispositor, and whether any Mercury daśā has yet run in your life all shape the lived result. What matters more than the sign for Mercury here?
