Is Venus in the 3rd house good for the arts?

Often, yes, in a specific way. The 3rd house covers courage, initiative, siblings, skills and effort. Venus, in the classical lists of BPHS Chapter 3 and Phaladīpika Chapter 2, stands for art and beauty, for comfort and pleasure, for relationship and the spouse, and for the ability to reach agreement. Placed in the 3rd, Venus tends to turn art into a practised skill: drawing, music, dance, design or writing done by hand and repeated until it is good.

The emphasis is on craft rather than inspiration. Many people with this placement have a creative hobby they have kept up for years, or earn from a skill that started as a pastime.

A gentle planet in a house of effort

The 3rd is an upachaya house, where results grow with time and effort, and classical astrology generally prefers natural malefics in it because courage and initiative need some heat.
