Venus in the 4th House: Meaning and Tendencies

Think of a small courtyard with a few plants, a swept floor and a chair in the shade. Nothing in it is expensive. It is pleasant because someone tends it every morning. Venus in the 4th house works in that spirit: comfort and beauty brought into the private base of life.
The 4th house covers home, mother, education, property, emotional security and vehicles. Venus is the graha of comfort, pleasure, beauty and art in BPHS Chapter 3 and Phaladīpika Chapter 2, and of relationship and the spouse as well. The house is about where you come home to; Venus is about making that place good to be in.
Full directional strength
BPHS Chapter 27 gives Venus its full dig bala, or directional strength, in the 4th house, the northern point at the bottom of the chart. The Moon shares this position. Venus's directional strength falls to zero in the 10th, directly opposite.
The 4th is also a kendra, an angular house. A natural benefic with full directional strength in a kendra is one of the classically comfortable placements. That does not cancel Venus's sign, dignity or company, but it does give it a strong starting point.
Comfort at home, and its limits
The usual picture is a beautiful or comfortable home, enjoyment of vehicles, a warm relationship with the mother, and emotional security that rests on peace at home. Money tends to go on furnishings, a garden or a good car, and contentment depends on surroundings feeling right.
Venus's caution is over-indulgence: comfort that becomes reluctance to leave home, or spending on property beyond what is sensible. From the 4th, Venus aspects the 10th house of career, so a comfortable home base often supports public work.
The Moon and the house lord
BPHS 32.34 names the Moon as the 4th house's natural significator. Venus counts the Moon as an enemy, while the Moon treats Venus as neutral. Both care about comfort, but differently: the Moon wants emotional nourishment, Venus wants pleasure and beauty. A home can be lovely and still not feel nurturing, which is the question this pairing raises.
Read the 4th lord, the Moon's strength and Venus's sign together; Venus at home in Taurus or Libra here is the textbook comfortable home. Then check daśā timing, since Venus periods are when home and property themes tend to come forward.
